Family refuses to accept ex-gratia

Pasighat, Apr 25: The family members of Lt. Mathew Baki Dabi who died on ‘poll duty at Siine village’ refused to accept the ex-gratia of Rs 20 lacs granted by the ECI as an immediate relief.

A team sent by DC East Siang met the family members yesterday at Namey village with the ex-gratia which was refused by the family members on the ground that there is no conclusion to the case yet.

The family in a statement said, that relief money will only be accepted after there is a final closure of the case and those responsible for the death of Lt. Dabi are arrested and punished.

The family members also condemned the statement made by SP East Siang which was published in this daily. The SP stated that there was no major, external or stabbed injury on the body of the deceased.

The family questioned the reported statement of the police in which it was stated that Lt. Dabi was under the influence of alcohol as he was discharging poll duty on April 9.

Terming the statement irresponsible and concocted, the family said that Dabi performed his duty well. The family further said that giving such statement police officials are trying to to dilute the murder case and mislead the society.

Responding to the SP’s statement the family said that instead of dousing the fire the police has ignited the sentiments of the family members. It further questioned the integrity of the police for giving such provocative statement.

The forensic result are still being awaited but the police seems to know more than they are willing to divulge by making such irresponsible statement.

The family members are compelled to disclose the post mortem report to the media that clearly confirms that the death was caused due to forceful impact of multiple injury on the body.

Since, there was an altercation between the presiding officer and the polling agent with Lt Dabi,  the family claimed that there is a political conspiracy.

They requested the authority to take in remand all the polling officers and polling agents till inquiry is completed.

Family members also requested the media not to entertain or publish any irrelevant or provocative news.

Meanwhile, the SP who met the family members today refuted making any irresponsible comments. He further informed that forensic report is expected within first week of May. The wife of deceased expressed her gratitude to the DC, Nidhi Shrivastav for extending all possible help.

Who says the growth of Open & Distance Learning mean they are becoming “the University of Last Resort”?

Dr. Joseph Kuba

Gard Titlestad, Secretary General of the International Council for Open and Distance Education (ICDE) noted that while in 2007 there were 150 million ODL students worldwide, the European Union and the Organisation for Economic Co-operation and Development (OECD) are predicting 400 million students by 2030. “The changes in higher education are dramatic,” he said, “and the only thing stable is change.” Online, distance and campus learning do not only have a unique set of dynamics of their own but are also converging, he continued, and with this comes an even more diverse higher education landscape.

In many parts of India, ODL system is still considered inferior to the conventional university education system. Well known academicians have made such proclamations in public. Unfortunately, many among the academic or decision-making fraternity also have this concocted view. Students of ODL wonder as to whether the certificates they receive will be acceptable for employment. Such sweeping assertions, however, will grossly damage the educational terrain of a country like ours where access to high quality and affordable education is highly polarised. If we look everywhere, the changes in education, mentioned earlier, can be clearly visible in many distinct areas particularly in the light of globalisation/internationalization which has no more become a topic of commercial or academic debate. Globalisation has reached the doorsteps of everyone. Education in an era of globalization has also twisted the concept a clean 360 degrees turn. Ignoring this will be to the peril of the incumbent. Let us look up a few pointers in this regard.

The cost of education in a good university is very high and there has been a trend of consistent escalation over the years. At Harvard University, for instance, a Post-Graduate course costs about $94800.00. Without mentioning the living costs, convert this into Indian Rupees and the amount is Rs. 5753474.54. Very few people in India will be able to afford such an amount. Access, therefore, to such an opportunity is very limited. Secondly, the curriculum is getting more and more diversified and specialised. It must adhere to all areas of societal needs. There has been increasingly demand for skill-specific courses. In a country/state like ours where agriculture is the main source of livelihood, a person holding a Diploma in Aquaculture or a Certificate in Sericulture or Organic Farming will be far more useful than a person with a Ph.D. in Political Science or Gender Studies or Library Science. Real education is learning to ‘perfectly fit into that empty space’ in society and thereby become an asset for one’s own development and the society around him/her.

Thirdly, the developments in information and communications technology have exploded the flow of knowledge from place to place. This has also resulted in the availability of educational resources in the open domain. Facts and figures are available at the click of a button. This has increased productivity and tremendously reduced the amount of time spent for a task. Lastly, today the new generation of youngsters has become much more independent and many have outgrown their age to shoulder responsibilities usually meant for elders/parents. Due to all forms of influences they are able to know and do just about the right thing. By the time they finish their +2 they see a world of opportunities to earn by showcasing their abilities. They are able to take care of their own needs confidently. But they have to acquire certain qualifications, particularly courses suited to their profession, to go higher in life. And this is where the “earn and learn” impulse crystallizes. To do this, they seek for recognized institutions that can accommodate their needs and expectations.

Whether we like it or not or whether we agree with the concept or not, ODL system is here to stay. And it is improvising at such a rapid pace … let’s hope it does not relegate the centuries old university system to a group of some eccentric ‘geniuses’ who, instead, of throwing the cigarette out of the window and jump on the bed, does otherwise! Smart Classrooms, which is becoming popular in our own backyards or the so-called 3DI classroom concept popular in the West are eventually a form of ODL system put to full use with all necessary technical support. “For the first time in human history we have the tools for education for all, but do we have the will and the skills?” (Gard Titlestad)

ODL is an alternative system of education. It is not a different kind of education. Quality is objective and can be judged. But preconceived notions and vested interests have thrown all kinds of dirt at this one most innovative venture in education in recent times. Instead of encouraging ODL as complementing the education system as a whole many in the academia frown at the system and look down upon its learners as ‘half-baked literates’. Who says; the ODL institutes are ‘last resort universities’? There is a philosophical ring to it, however. Perhaps, in the near future all universities will resort to a system that is already the ‘essence’ of the ODL system because there would be no other choice. West and Russia should de-escalate the tension

Ukraine has become the biggest flashpoint between West and Russia. The tension in Eastern Ukraine is further dividing the gap between two blocks. Western heads of state today said that they are considering fresh sanctions against Russia over its alleged failure to help de-escalate the crisis in Ukraine. France, Germany, US, Britain and Italy, accused Russia of disrespecting a deal to disarm pro-Russian separatists in eastern Ukraine. Russia earlier accused the West of wanting to "seize" Ukraine.

Ukraine also warned that it would consider any crossing into its territory by Russian troops as a "military invasion". Moscow has tens of thousands of troops stationed along its side of the border with Ukraine. Pro-Russian separatists have been occupying key buildings in a dozen eastern towns, defying the central government in Kiev. It is matter of great concern that both West and Russia are trying to use Ukraine to settle score over each other. The two parties should stop confrontational attitude and resolve the issue through dialogue. The innocent Ukrainian citizen should not become victim of the ego clash between West and Russia.

Hats off to TK Engineering consortium Pvt. Ltd.

Dear Editor,

At present time, unemployment is one of the major problems of our state. Many students go out of the state for further studies hoping that they will get good job in their own state. But finally what happens? Their dreams and hope just goes in vain. State Govt. hardly recruits or creates job opportunities in a year and maximum job are being captured by politician and rest is being sold.

In view of the above problem, I appreciate and extend thanks to T.K Engineering consortium pvt ltd for recruiting more than 100 engineers in their company and in one way or other, it helps the unemployed youths. To my opinion, the said Company should be exempted from all the state taxes and departmentally share (percentage). I am very much sure, that state Govt. will never be able to create so many jobs in a year as T.K Engineering consortium pvt ltd had done at a time. I wish owner/Proprietor of T.K Engineering consortium pvt ltd that he achieves all the dreams he had weaved for the Company.

Lastly, I also thank Arunachal times for giving us this column as a Readers Forum to write down our opinion and share with the public.

Yours,

Jollang IV village struggling to get portable water supply

Dear Editor,

Through your esteemed daily, I would like to draw the attention of concerned authorities towards portable water crisis in Jollang-IV village. It is fact of the matter that people of my Gram Panchayat segment, Jollang- IV have been severely hit by water crisis since last three weeks. Even though I made both verbal and written complaint to the concerned department, no responsible officer has turned up to pay visit in order to take stock of situation and to check out the ground reality of my village.

Most of the bore wells have dried up in our area. No humanitarian service has been delivered by the so called PHE &WS Department in spite of their tall claim that my village is being connected with water supply system. In fact their last year’s G.I Pipes which they had laid in the name of connecting water supply system to our village are seen lying here and there broken into pieces and no one is taking care of it.

With a high expectation and hope to serve their interests I have been democratically elected by valued people of my village to the post of Gram Panchayat Chair person under Jollang Anchal Samity segment. Because of it I am placing the grievances of my public.

It is my primary and essential duty to readdress miseries of my people and to protect their valuable lives from the prey of waterborne diseases. My question to the PHE & WS Department, what is the motto of your Department? Is it your motto not to provide portable water to your own brother, sister, father and mother?

Yours,

Kholie Jumsi

GPM, Chairperson

IV-Jollang Anchal Samiti Segment

Let us preserve our natural resources for better tomorrow

Dear Editor,

Today, every sector of the capital complex is facing acute shortage of water supply. It seems that there is a major water crisis in our state capital. If this is the situation by this time then what will be the future?  How the coming generation will survive without water? The dream of drinking water supply which is available in all metropolises is a gibberish mania in our capital. It seems that, even, the mega water project had failed to resolve the problem of water scarcity in the capital complex. No doubt, most of us had dug wells in our residential areas but most of them have been dried up now.

Well, for such situation, we all are collectively responsible for it. Everybody knows that our mother earth is the only planet where life is possible because of its water content. She gives everything to us that are required for a good and healthy life. She gives us water, forest, beautiful mountains, flora, fauna and what not. Despite these beautiful gifts given to us at free of cost, we are destroying these gifts day by day by cutting down beautiful trees and razing down mountains. Even, the fresh rivers have been converted into dumping places. Everywhere, dozing down of beautiful mountains, deforestation of the natural forests is seen every day. Even the planted trees of the forest department have not been spared by us.

History says that downfall of civilization is caused by many factors like famine, drought or destroyed by the enemy. The renowned town Fatehpur Sikri of Agra, Uttar Pradesh from where the great Mughal ruler Akbar the Great got his son Prince Salim has to be abandoned due to the water scarcity in the later stage.   All over the world, the major cities and towns have been established nearby by sea or big river in view of the growing necessity of water in days to come. But, unfortunately, there is no sea and big river nearby our capital city Itanagar. We have only small tributaries like Ganga River and Chimpu River that culminate into Pachin River. These tributaries are also drying up now. The size of these rivers is diminishing annually at a very faster rate.

Now, a conclusion can also be drawn from the ruins of ITAFORT. As per these wrecks, once upon a time, there has been a major civilization in Itanagar. But, the area has to be abandoned, the reason not exactly known till today.  Abandoning of the Itanagar city due to water scarcity by that civilization cannot be ruled out. Moreover, the soil of our capital is of sandy nature and takes time to re-generate forests. Therefore, it is fear that the same may happened in the days to come, if we do not take extra precautions right from now.

The unfortunate burning of forests and demolishing of natural mountains in and around the capital complex is a major concern. Everywhere, deforestation of our beautiful forest resources is going on. The beautiful mountains are being converted into a plain land by bulldozing continuously. This continuous erosion of our natural resources by ourselves is going to cause a major disaster in the days to come. As the sources of water is only and only the mountains and the forests, let us protect the natural resources of our capital complex from further damages and help it to regain the natural beauty. Let us think too for the life of the future generation.

Yours,

Minto Ete,

Itanagar,  OSD, DH&TE
